Does anyone practice this sacred and mystical art known to the masses?

Not really, but I've heard of constellations Ophiuchus, Orion, Cetus, Aquila, Sextans and Draco (in the degrees between Virgo and Libra) have parazodiac values...used in esoteric astrology, esp. in regards of the "new/13th sign" of Ophiuchus or the serpent bearer with the added constellation of Serpens in it.

I'm practicing Esoteric Astrology now! Esoteric Astrology page in Astrolog has a system of 3 rulers per sign
Aries: :mars:-:mercury:-:uranus:
Taurus: :venus:-Vulcan-Vulcan
Gemini: :mercury:-:venus:-Earth
Cancer: :moon:-:neptune:-:neptune:
Leo: :sun:-:sun:/:neptune:-:sun:/:uranus:-:sun:
Virgo: :mercury:-:moon:-:jupiter:
Libra: :venus:-:uranus:-:saturn:
Scorpio: :pluto:/:mars:-:mars:-:mercury:
Sagittarius: :jupiter:-Earth-:mars:
Capricorn: :saturn:-:saturn:-:venus:
Aquarius: :uranus:/:saturn:-:jupiter:-:moon:/Vulcan
Pisces: :neptune:/:jupiter:-:pluto:-:pluto:

I think perhaps some people may have missed the gag. The OP said "exoteric" not "esoteric" astrology.
Definition of "EXOteric"
  1. suitable for or communicated to the general public.
  2. NOT belonging, limited, or pertaining to the inner or select circle, as of disciples or intimates.

    They specifically say

    "known to the masses"
