I don't think there is any objective truth about this.
For one thing the early delineations were primarily based on people with Caucasian/European ancestry. These wouldn't match up so well with Africans or East Asians.
Planets in the first house, or planets aspecting the ascendant can modify the basic look of a rising sign. For example, I have Virgo rising, but with disruptive Uranus square my ascendant, there's no way I can pull of the neat and tidy classic Virgo rising appearance.
Photos would be even trickier. Many photos are posed, or staged. (How often are we told to smile for the camera?) Spontaneous photos can miss a lot, as well.
Once in a while I do see photos of people that look exactly like a given sign's description: the brooding, intense Scorpio, the goat-like Capricorn. But without an accurate birth time, there usually is no way to verify them.
Basically your ascendant and first house show how you come across to other people. This has a lot to do with one's genetics, personality, and mannerisms. These won't all show up as a particular rising sign in a photograph.
